Why do ribosomes float freely in the cytoplasm and attached to another organelle?

Some ribosomes are floating the cytoplasm because they either synthesize protein that is not needed to be transported or they are not currently operating. Some are attached to the ER because some proteins need to be packaged by the ER to be sent to specific targets. This saves time and energy for the ribosomes since some proteins are short and thus may have the tendency to be lost after synthesis. Once the ribosomes are done in synthesizing and the ER in packaging, the ribosomes will detach itself from the ER.
